Disadvantaged Business Enterprise
The DBE Program Office is responsible for administering the Airport's Disadvantaged Business Enterprise Program (DBE Program). The DBE Program is a federal program through the Department of Transportation designed to encourage and facilitate the growth and development of Disadvantaged Business Enterprises. The Contracts Department ensures that DBE's participate in airport opportunities to the fullest extent possible. The DBE program includes services for certification of DBE businesses, monitoring contracts for compliance with DBE participation goals, and outreach activities to attract new DBE's.

How to become certified as a DBE:
Certification ensures that the DBE program benefits DBE's that are owned and controlled in both form and substance by one or more socially and economically disadvantaged individuals. The basic requirements for Certification are:

  • 1. A for-profit small business.
  • 2. 51% owned by one or more individuals who are both socially and economically disadvantaged.
  • 3. Management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.
