Disadvantaged Business Enterprise
The DBE Program Office is responsible for administering the Airport's
Disadvantaged Business Enterprise Program (DBE Program). The DBE Program
is a federal program through the Department of Transportation designed
to encourage and facilitate the growth and development of Disadvantaged
Business Enterprises. The Contracts Department ensures that DBE's participate
in airport opportunities to the fullest extent possible. The DBE program
includes services for certification of DBE businesses, monitoring contracts
for compliance with DBE participation goals, and outreach activities to
attract new DBE's.
How to become certified as a DBE:
Certification ensures that the DBE program benefits DBE's that are owned and
controlled in both form and substance by one or more socially and economically
disadvantaged individuals. The basic requirements for Certification are:
1. A for-profit small business.
2. 51% owned by one or more individuals who are both socially and economically
disadvantaged.
3. Management and daily business operations are controlled by
one or more of the socially and economically disadvantaged individuals
who own it.

Certification Review Committee
(CRC) 
The CRC is the final stage of the certification review process. The purpose of this public monthly meeting is to review DBE staff findings and take action on applications filed by firms seeking certification as Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE) and/or Woman Business Enterprise (WBE). The CRC determines whether applicants meet eligibility criteria pursuant to 49 CFR, Part 26 and program guidelines. The CRC is comprised of 4 members. See schedule below:

The purpose of this workshop is to provide potential M/W/DBEs
with information pertaining to the DBE program, new DBE rules

M/W/DBE Additional Informational Seminars 
In addition to this schedule, the DBE Office will have 5 additional Informational Seminars this year. There will be three workshops sponsored by U. S. Small Business Administration to give small business information on finances, management assistance and business opportunities. There will be two seminar on Leadership in Energy and Environmental Design "LEED". No fee is required and all meetings will be held at Harris-Stowe State University. M/W/DBE Orientation Workshops

The purpose of this workshop is to provide interested firms with
information pertaining to the policies, procedures, record keeping
and reporting involved with participation in Airport. There will
also be an overview of the Airport Expansion Program and a Question
& Answer session with City and Airport Department Heads. Email

Unified Certification Program
(UCP) 
The U.S. Department of Transportation (DOT) has established
the Unified Certification Program (UCP). This UCP will create
a "one stop" certification process for all Disadvantaged Business
Enterprise (DBE) certified under federal regulation 49 CFR Part
26. The Missouri Regional Certification Committee (MRCC) oversees
the UCP for the state of Missouri. Principal agencies are: Missouri
Department of Transportation, City of Kansas City, Missouri, Kansas
City Area Transportation Authority, City of St. Louis - Lambert
Airport Authority and Metro. The MRCC is committed to providing
DBEs with technical support and outreach services to further the
development of all DBE firms.

M/W/DBE Training Seminar Schedule 
Purpose
The purpose of the Training Seminar is to promote the growth
and development of small and emerging businesses and to assist
in the potential for successful participation on City assigned
projects. All seminars are Free to
business owners and their employees.
All seminars are scheduled on Thursday unless otherwise
noted.
All seminars will be held at Harris-Stowe State University in
