The MBE/WBE Program, is a local program that is being administered by The DBE Program Office. The Mayor's Executive Order #28 established this local program to ensure that minority and women businesses have the maximum opportunity to participate in City contracts that are locally funded. · 1. A for-profit small business.
· 2. An MBE firm is a firm that is at least 51% owned and controlled by presumed minority group members. A WBE firm is a firm that is at least 51% owned and controlled by women.

The City has established a goal of at least 25% minority business enterprise (MBE) and at least 5% women business enterprise (WBE) participation in contracts and purchases where City funds are expended.
